If the Earth is spinning east at a thousand miles per hour shouldn’t there be a constant westward wind?

Since the atmosphere is rotating with us (largely due to inertia, friction, and gravity) the rotational component of the wind is canceled out.

Usually the cause of wind is heat. This causes changes to pressure, densities and humidities. Thermodynamics pretty much takes over from there.
